"Assessing the Economic and Environmental Impacts of Alternative Renewable Portfolio Standards: Winners and Losers"

Abstract: State-mandated renewable portfolio standards (RPS) affect substantial portions of the total U.S. electricity supply (Barbose, 2018). But RPS, an environmentally motivated policy, also has the potential to impact an economy. There is not an agreement in the literature on the impact of RPS policies on regional economies, especially on job creation. We model an integrated system of electricity generation and consumption, economic impacts - including jobs, and environmental impacts in New Mexico (NM). This is a southwestern state in the U.S., endowed with both traditional fossil fuel resources and substantial renewable potential. We estimate the economic and environmental tradeoffs at the county level under three RPS standards: NM's original standard of 20% renewable and compare it to the recently adopted 100% standard and to a reduced standard of 10%, which would be a return to a more traditional generation profile. First, we find that staying at the 20% standard has the highest economic impact on the state as a whole, though not significantly different from other scenarios. However, when the environmental impacts are included, this result does not hold and the 100% standard results in the highest total value. Second, while the economic impacts across the three scenarios are minimal at the state level, the county-level impacts are substantial, which may be especially important for a state like NM. Given the rural and the variable economic outlook across counties, a higher RPS standard appears to be an economic tool to stimulate targeted areas’ economic growth.
