is indeed somewhat humorous - in an ironic sort of way - however, I'll 
wager that aficionados of root cause analysis (RCA) would indicate that 
the plant manager needed to go at least one or two steps further and 
determine why he was pressing everyone to be so cost conscious.  Was it 
perhaps that his bonus hinged on cost savings (in which case he was shooting 
himself in the foot) or was he simply responding to pressure from someone 
else much as the others were responding to pressure originating with him.
