A couple of people have objected to the word "new" in the title 
of the white paper.

I am quite happy to retract it.  New downloaders will find that the 
title is simply " a 21st century planning architecture".

I accept that the "new" connotation could appear to overlook the vast 
contributions of the past 50 years, from Forrester onwards.

However, I still suggest that the value cycle approach itself is a 
"new" practical approach to make SD more meaningful and relevant to 
business.
