QUERY Service time modeling (SD6043)

I am modeling a flow of requests for service where the producer must travel to 
and from the service site. Assuming the point of service is five minutes from 
the location of the producer, and the service request is five minutes, I could 
model a request of 15 minutes. However, I want to formulate optional policies 
and be able to measure changes to the travel time (the ten minutes of on-the-job 
non-productive travel time). Do you know of models (any industry or setting) that 
differentiate between the productive and non-productive time of a service request?
