This document represents a proposal to host the 2004 conference of the System Dynamics Society at Keble College, Oxford in the UK. Although the main aim is to hold the conference in 2004, we are also able to offer to host it at the same venue in 2003 if no other bidder comes forward.

The proposed dates for the conference are 25 to 30 July 2004 or 26 July to 1 August 2003.
